(c) Plant did not wither because there was no hindrance to the water flow in the plant. When a part of stem gets removed, the xylem remains intact and transports water throughout the plant in a normal way. 

(d) The section of the stem above part C was swollen because of the concentration of sugar in that area. In this experiment, phloem is scraped away along with the stem of the plant. This exposes the xylem. Sugar which usually attempts to move down the stem now gets stopped by this part C (which lacks phloem) and thus causes the part just above this part C to swell up.
